The rectangular red cloth of the flag (with a height length ratio equal to 2:3) features a vertical yellow sceptre with a double-headed eagle over two crossed white anchors with their flukes upwards (the one with the flukes turned to the flag pole is a sea anchor, and the one with the flukes turned away is a river anchor).
